You can only use these orbs at the research part of your game that unlocks some special and permanent boosts for your game.
There are only eight research upgrades that give eight different boosts which are conveyor speed, mine drop speed, ore limit, offline cash earnings for the extra time & more than normal, mechanical upgrader charge for more than 30 minutes, and showing earned cash /second.
There are three criteria in each level to upgrade to the next level, those criteria are, earn a certain amount of cash, purchase a specific item, and earn a certain amount of Tycoon Bux, complete these requirements and earn Neo orbs by leveling up.

To restart or to reset all your Ore Tycoon 2 progress you need to have completed some decent amount of the game.
I don’t know what your reason to reset the game is? Generally, players will only wish to reset their game when they did not progress as they want.
To reset your game, you need to complete at least 25 levels. The process to reach the 25th level might take a long time and it also does not seems worthy to reset reaching that far but, there is one good thing about that.
Restarting all the OT2 progress does not affect your earnings, the Tycoon Bux, Achievements, Tycoon Bux catalog inventory items. They all remain the same only the game levels restart from the beginning.
